Tunisia – Technical Assistance to the National Institute of Statistics for the change of the reference year of the Tunisian national accounts

The technical assistance assisted the INS to complete the operation of changing the reference year of the national accounts from the year 1997 to the years 2015/2016, as well as the elaboration of the accounts for 2015/2016 (years of reference and the accounts of 2017, 2018 and 2019 according to the SCN2008 and with years of reference 2015/2016.

The technical assistance contributed to the realisation of this objective through a contribution to the following activities:
1.    Piloting and coordination of the works for the change of the references
2.    Elaboration of the accounts of the reference years (2015, 2016)
The elaboration of the accounts of the reference years 2015 and 2016 according to the SCN2008, this part also integrates the following projects:
–    Reconstruction of the production and CI matrixes
–    Estimation of the technical coefficients
–    Elaboration of the accounts of goods and services for the years 2015 and 2016
–    Elaboration of the accounts of institutional sectors for the years 2015 and 2016
3.    Reflexion about and implementation of production methods of the accounts new references in current year (the accounts of goods and services, of the institutional sectors and the summary tables).
Specifically, it Is about the elaboration of the accounts of the years 2017 and 2018 according to the SCN2008 and with the new reference.
4.    Insure the completeness of the national accounts for the new reference, among others assisting the INS:
–    Integrating the results related to the informal sector in the central area in the central framework of the national accounts
–    Elaborating a statistical dispositive to estimate the illegal economy
5.    Support the development of the financial accounts. The actions to undertake are registered in the works of creation of the accounts of the years of reference: evaluation of the new information given by the data providers, evaluation of the financial accounts of the institutional sectors and sub-sectors… In addition, a special emphasis was put on the constructions of the financial assets’ accounts.
It is here question of supporting the national accountants of the INS to produce the financial accounts (2015 to 2018) of all the institutional accounts. To that end, the experts team assisted the INS in the following activities:
–    Evaluation of the new information received from the data providers
–    Evaluation of the financial accounts of the institutional sectors and sub-sectors
–    Use of sixth edition of the balance of payments
–    Creation of the accounts of financial assets
6.    Preparation of the works of retro-polation that will allow the INS to have a series of annual national accounts in reference 2015/2016 from the year 1997

In fine, the activities of the experts contributed to the realisation of specific objectives as follow:
–    The accounts of the reference years 2015 and 2016 with a complete output (goods and services accounts, complete sequence of all the institutional sectors and all the summary tables) according to the SCN2008
–    The new version of the production and CI matrixes and technical coefficients
–    The accounts of the years 2017 and 2018 with a complete output (goods and services accounts, complete sequence of all the institutional sectors and all summary tables) and new base according to the SCN2008
–    A new version of the financial accounts in flow for the period 2015-2018
–    The accounts of the financial assets for all the institutional sectors in the new reference and according to the SCN2008
