In a series of assignments by Sida, between 2002 and 2006 , SIPU International worked with strategic planning and capacity building of the regional organisation LVRLAC (Lake Victoria Regional Local Authorities Cooperation). LVRLAC is a network and lobbying organisation working toward a better environment around Lake Victoria. It cooperated in a twinning relationship with Union of Baltic Cities (UBC).
